A page can rank for “best concrete contractor in Charlotte” without an answer engine naming Local Concrete Charlotte in the generated answer. That means visibility exists, but answer ownership is incomplete. The two are different objectives measured in different ways, and the file treats them as different targets.

That is the outcome the whole file is arranged around: a question with one name in the answer. The desired outcome is expressed the same way on every page in the network.
